FastLane Hires has been retained by Keolis Rail Services America to recruit and hire a Manager of Finance and Administration in support of the operation of VRE (Virginia Railway Express) rail service in Virginia.  Keolis Rail Services America (KRSA) is a wholly owned subsidiary of Keolis, SA a major international provider of public transportation services.  KRSA is starting their US Operations in Virginia and is seeking an experienced individual to lead their financial and administrative activities for this project.  The Manager of Finance and Administration will be responsible for all aspects of the financial and administrative process including: budgeting, revenue and expense analysis, business trends analysis, and strategic planning analysis.

The Manager of Finance and Administration will be responsible for all administrative functions supporting the operation of the VRE service.  These functions include:
All administrative functions;
All financial management functions, including budget preparation and financial reporting;
All insurance and risk management functions;
All procurement responsibilities
Management of DBE compliance;
Ensure that all reports, documents, and financial/statistical information provided to client are acceptable and provided in a timely manner.
Serve as a key member of the finance management team supporting all areas of the organization
Provide senior management with financial reporting and business trend analysis used for business planning, budget variance and strategic and tactical decision making.
Compensation package will be based on experience.

Job Requirements
The successful Manager of Finance and Administration candidate will have 6+ years of Financial Analysis experience coupled with a BS/BA in Accounting, Finance or related field.  Ideal candidate will have experience with the financial management of a rail services operation.  Additionally, the successful candidate will possess the following characteristics:
Solid administrative skills; 
Strong oral and written communication ability;
Strong analytical skills with a detail-oriented, quantitative approach;
Excellent interpersonal and relationship skills;
Self motivated and able to work well independently and in a team environment.  This person will be an essential member of the finance team.
